For the time being, you must have Linux installed on the PS3. With Linux the PS3 becomes like a normal computer for browsing the net, writing documents and running BOINC. Considering the cost of the PS3 it is worth using it as a computer anyway.
The operating system given by SONY is closed or better requires a special licence and development kit.
The applications deployed with BOINC must also be optmized for the Cell processor in order to take any advantage of the real computational power of the PS3.
